1-Introduction
Nowadays, establishing and utilizing the computer networks in various dimensions is one of the most important and noticeable fields in the IT domain. Communal usage of sources and the increase in their operation, reliability, outstanding decrease in the relation between price and performance (price/performance) and also providing a proper field for various utilization are factors which lead provident managers to use the extensive networks of information.
Fortunately, for the present time, there are many examinable and presentable opportunities in establishing computer networks but with a profound view to the issue; this point becomes clear that a proper opportunity depends on several parameters and the priority in the customer’s (the users and customer’s chief utilizing) point of view. Some of the key parameters in designing a computer network are:
- Date transfer rate through the network, public throughput and the time.
- Proper respond in fundamental usage of the customer.
- Security and manageability of the network.

Considering the declared needs of that company, this set, as an opportunity of Data Processing of Iran Confidential (DP Iran Co.), is organized for telecommunications project- establishing rural ICT networks.
According to customer’s request and desired priorities, DP Iran Co. is ready to present detailed plans too. We believe that from the beginning point of the plan up to the point of support and maintenance, the attendance of experts of the company beside the managers and experts of the applicant company is necessary. We hope that the organized set of activities will be helpful in developing a useful database network and will respond the needs of that company.
2-The Description of the Project
In conformity with the World Summit on the Information Society (WSIS), up to year 2015 all the villages of the countries that are members of Information Society, as Iran is one of them, should be connected to the Internet. Accordingly the Islamic Republic of Iran has devolved the providing of 10 thousand villages with ICT offices to the Information Technology Organization.
The viewpoint of international organizations like UNESCO, UNDP, FAO and also European Union’s attempt in developing IT in villages can assure us about the importance of this task.
Supporting the local responsibles with proper decisions is one of the factors in developing the villages. Confronting with natural phenomenons, having the information and statics of farm damages and calamities and also taking decision with more information about the disease confrontation in remote areas will be done more successfully.
Rurals’ access to the information and results of researches about the agriculture and animal husbandry and progress in technical levels of planting, making database and communal networks between villagers and farmers and informing about the issues of other sections and centers in the country, acquaintance of young generation in villages to the computer and access to the facilities of youth in the cities and establishing cyber libraries are some factors which help in developing the villages.
As some obstacles in the way of developing rural ICT, we can mention people’s shortage of information about the benefits of IT, deficiency of communicational equipments and villagers’ inaccessibility to the computer and other needed means, scarcity of motive in using the internet, old phone lines in villages and remote areas and finally deficient financial sources assigned for these projects.
The rural applicatory information technology service centers can make bona fide changes in the traditional structure of the country and they can also develop the cultural, economical and social states in the villages. Although, establishing such centers is not economical for confidential section, with the aid of government and in long term it can be justified economically and can also turn to be a center for Working through the net, employment and introducing new occupations. Some of the economical points that can be helpful in justifying these centers are as below:
1. Near 40% of the population of the country lives in the villages and their rights are not as equal as what people have in cities.
2. The access of villagers to the information will improve their level of education with the help of these centers and as a result the productivity will increase in villages; therefore, they’ll have better economical state.
3. Young people in villages, specially educated ones, would be able to do economical activities with the ways of Working through the net and can also use other facilities from other parts of Iran and the world.
4. Governmental organizations, with a cyber presence, will act intensively in these centers and will cause a decrease in the governmental expenditures and will increase the utilization.
5. With the help of such centers, villages will have the possibility of entrance the Universal Information Society.
6. Rural applicatory information technology service centers, as an IT progress center, can play the role of technology parks in the villages.
